Resumen
En este artícul o de investigación se analiza la solidar idad como un principio
articulador de la se guridad social que pre tende concret arse en el siste ma de
en salud, del Plan Obligatorio de S alud y del Fondo de Solidaridad y Gar antía
en cuanto la distancia ex istente entre el pr incipio establec ido constitucion al
y legalmente y su materializac ión efectiva, que se eviden cia en la falencia en
asuntos como el cubrimie nto en salud de toda la poblac ión, la calidad de los
servicios as istenciales y la mayor equidad en la c obertura del a seguramiento
en salud.

Abstract
In this research pap er it is discussed s olidarity as an ar ticulating principle of
the social securi ty system that se eks to establis h social securit y health from
setting subsidized he alth regime, and the Mandator y Health Plan and the Soli-
darity and Guarantee Fund d eriving from L aw 100 of 1993 (Political Constitu-
tion of Colombia), but which in practice pre sents serious c hallenges regarding
the gap between the co nstitutionally and legally e stablished princ iples and
their concrete mate rialization. It is evidenced by the failur e of issues such as
health coverage for all the popul ation, the quality of healthcar e services a nd
greater equity in heal th insurance coverage.
