ABSTRACT
This article is the outcome of the systematic use of the application of the ethnographic method, supported
in the participative observation and the interview to determine the current status of the relation between the
 
institutions, which attempts against creativity, generates dissatisfactions in scientists, creates incongruity

a proliferation of the opinion science which does not generate knowledge. On the other hand, some actions
are proposed to contribute to the necessary approach between science and politics.
